Neighbor was grinding and welding next to my pool and now it has hundreds maybe thousands of rust spots

Some are easy to see. But if you look close there’s a whole bunch of small ones. What’s the best way to go about this? I believe the previous owner had it epoxy painted. It has been great for the last 5 years we lived here. What’s the best way to get all the rust spots out? I can probably get him to cover a “fix” but hes not going to pay to have a full resurface. I can’t spot treat because there’s too many and they’re all over. Any advice is appreciated. 25k pool in phoenix.
 
With a few spots just some regular Vitamin C tablets either individually or in a thin sock all crushed up. But it it's widespread, you may need to do a complete AA treatment, but that's not something you want to do now that water temps are warm because you have to let the FC fall down to zero.
