Need updated answer - GFCI at main breaker box or at subpanel

I'm in Palm Springs, CA. My main house electrical panel has all GFCI breakers, but my sub panel (Intellitouch i5+3 Controller) for the pool equipment does not, it has regular breakers. The panel itself has a GFCI indicator / switch on it, The heater , lights, pump , valves and communication all run through the Penatir sub panel.
I'm being told now by pool inspector I need GFCI breakers in the sub Panel as well.
Does this seem right? Seem like Too many GFCIs!

If the main breaker supplying the subpanel is GFCI, then everything downstream is protected by GFCI.

However, the preferred method is a regular Non-GFCI breaker as a supply breaker and GFCI breakers at the subpanel.

A branch circuit is defined as, the circuit conductors between the final overcurrent device protecting the circuit and the outlet(s).

All circuit conductors between the load side of the service equipment and the line side of the final branch circuit overcurrent device are feeder conductors.
