Mysterious part

Good morning. We have an above ground pool with a hydrotool pump. My better half was pulling the cartridge to clean it and this part was stuck in the bottom. We have no clue what it is and it was cracked at the bottom. We have tried to look up the manufacturer part and cannot find it. He even called and they had no clue. Took it to a pool supply shop and even had a pool service look at it. Nobody knows. Any help? Clearly it belongs in the filter area and our water is not circulating as well as it was last summer. Model number would help us guys figure it out possibly. Just looking at that part it looks similar to a we dry vacuum part where the float travels higher when the water reaches its full capacity blocking off the suction port.
It would also seem that the moving part in the center would need to be rotated so that the verticals act as a guide as it travels up and down. It looks like whatever it is can be saved by gluing the ring on the bottom.
