Multi Position Valve Trouble

My MPV is not sealing right. No matter what position I put it in water runs out of the discharge pipe. I had to install a valve on the discharge ladt year to run it. I bought a new top thinking it would solve the problem, but it didnt. I am thinking something is keeping the lower portion from seating correctly.
 
It is called the "spider gasket". You can get a rebuild kit for your valve that includes all the major wear parts.
 
It has a new one. I changed all if that last year trying to fix the same problem. Needless to say having the exact same issue with a new Pentair top and new gaskets was a little frustrating.

You'll need to open it to check. Chances are the gasket is misaligned. Some of them are supposed to be glued in.
 
it seems as though the handle will not fully engage and the plunger doesnt seat completely or at all as you can see by the pics. It operates fine with the top off. I cannot see anything obstructing the travel or the seating . It just simply won't operate right with the brand new Pentair to or the old top. I dont get it.

Fixed it. Most stupid mistake ever.

The sticker was applied wrong. I assumed I was installing the valve top in the same position the old one was installed. By doing research I discovered the sticker wasnt in the correct position via the line up tab. Also, because of the sticker position I didnt install the cap with the indexing tabs mating with the tab on the body. Got all of that corrected and now it doesnt leak a drop.
