I just installed a brand new Pentair MasterTemp 250 heater with a similar problem, heater would cycle through but not ignite, showing error ERR IGN. The unit did not display any other error codes on the heater display or on the control board underneath the top of the unit. It turns out that that the gas regulator was not delivering enough gas to successfully light the heater. We had to remove cap in the center of the round gas regulator and turn cross hair screw clockwise to adjust ferrule spring in gas regulator to deliver more gas pressure. The system started immediately after making the adjustment.
