Master temp Heater miswired?

While troubleshooting a heater issue (since solved) I noticed that the 240 VAC for the heater was wired to the load side of the relay which controls the SWG. I don’t think this is right, because if a schedule is not otherwise running, once the EasyTouch comes out of spa mode, power is removed from the heater, thus preventing the blower to run an additional 45 seconds after the burner shuts off. The heater should be tied to the line side, right?

The two-wire fireman’s control line is properly installed.
 
Thank you. Not the first error this installer made, he had the Intelliflo’s power tied to their respective relay load side as well. Old school, just didn’t understand this newfangled (not) automation I guess.
