Low water level causes cavitation?

We have a South Seas Spa it is a 746L. Bought it in May 2011. Around 360 gallons. The spa has a real sensitivity to water level. If the water level drops near the top of the bezel of the uppermost jet (about 7" from top of spa) the spa will cavitate when I get out. Not sure that is the right term. Significant amount of air cycling through the basket. Adding water solves the problem for awhile. I have checked for leaks and not found any. I am the only user, for or five times a week. I have had hot tubs in the past and never had this problem. Wanted to see if it was normal or if there is something I need to take care of.

My Spa works exactly the same way.. If the water level gets below one of the jets it will start to "spit" water and air...

My problem was the amount of water I lost due to evaporation.. My spa cover had a bowl in the middle, which captured rain water.. I put pool noodles under one side, which allowed the rain to run off, but also increased my evaporation rate. Replacing the cover fixed by evaporation issue..
