There are plenty of times that ones pool may tell them their FC isn't adequate. There are too many factors to list including but not limited to misreading the CYA, poor circulation or something like black alage that requires a higher FC level than most.
In short, if one has algae, their targets weren't high enough. There's no two ways about it.
