Loose Pebbles on 23 year old pool at 9000 ft elevation - will Microglass help?

We recently drained and cleaned a pool for a client and filled back up and also converted to salt cell for the client. Pool was constructed 23 years ago, sits at probably 9000 ft so likely gets very high UV exposure in the summer and is used year round. It looks like the change in status quo has resulted in some of the pebbles/stones coming out of the finish. Would a microglass application help with this? Or would the recommendation be to basically redo the plaster on the pool in the spring? What are some thoughts here?

Microglass is a new product and we do not have any reports of how it is used and how it lasts.

I cannot see how Microglass put on an unstable surface of loose pebbles can help the situation.

I think the pool needs to be resurfaced and the water chemistry and plaster care in the pool needs to be reviewed.
 
Without seeing first hand the condition for the surface and why it is appears to be deteriorating, I cannot predict how effective or not the Microglass product would be to resolve this issue.
I suggest calling Microglass directly and ask them.

Thanks. One of the plaster guys I work with suggested it, but wanted to get an independent opinion here. I think ultimately we'll suggest resurfacing the pool in the spring.
