Legs are sloping inward

We have a new 18'x48" Intex Pool that we just bought. When we assembled the pool, we were not able to get the legs to be perpendicular to the ground. Every time we moved one to be verticle, the ones next to it would slope in even more. We figured that filling the pool might help the problem. The pool now has 24" of water in it and the legs aren't sloped inward as bad as they were when we started, but they are still inward. Does anyone know if this is a problem, and if so, how do we fix it?

When I had my Intex, we kept walking around adjusting the legs incrementally as the pool filled, until there was enough water to keep the legs where we put them.
