The picture seems to indicate a gap around the top of the basket.

Yes there is a gap but it is mostly filled by the flange on the lid..

I watched the pump basket when the pump motor is cycled off and on and the basket does move up and down just a small amout, maybe .050" or so

that may be how the leaves are passing by it....anyway the inline filter should make a huge difference and hopefully provide a solution for now..
