I believe we have a leak in our inground pool. We are losing about a half inch to an inch every 8 to 12 hours. This is with the pump off. We have an automatic pool cover that has been on almost constantly and it hasn't been that hot so evaporation shouldn't really be an issue, correct?

My husband has been trying to test to see where the leak might be coming from. He has, one by one, closed off each skimmer, each return, and the Polaris line. Every single time we have had the water loss. Is there a way he can test the drain at the bottom of the pool? Where else could the leak be coming from? Is it possible all of our pipes could be leaking? What are the chances it is our liner that's leaking?
 
There is no air in the pump once running. When starting pump (after sitting for a while) the pump basket is empty and has no water in it. Upon turning the pump on, all air in the system is purged through the returns, and there are no bubbles after approximately 1 minute.
 
There should be a threaded opening in the drain once the cover is removed. You can screw a plug into the opening or use a rubber expanding plug. Have you tried plugging all the returns at once? If the returns all feed into a common pipe the leak could continue when any of the returns are open.
