Ladder Steps Home for Algae

I have a composite wide steps ladder for my pool that you had to fill with sand and it has holes that fill with water. It’s always battling algae so I was wondering if anyone had any suggestions to help battle this. Or, if anyone has suggestions of a step ladder that doesn’t need sand and doesnt fill with water that would be great too. My wife really likes this type of ladder so she can sit.

Hang external sealed weights from the steps- made from capped pvc pipes or jugs that you can ensure are sealed (without vented caps)
Completely Seal any holes in the steps or make them big enough that you can clean them out regularly .

Only issue with that is that the upright part of the hand rails get filled completely with water too. There is no hole water just gets into the seam where the piece slides in. Don’t know how to seal that any better.
 
They look like they sepearate easily from the deck, do they ?

I would drill a bunch of holes for circulation, weigh them down with PVC pipe weights, and then bring the steps to the middle of the pool ever couple of weeks and flip them around like a magic 8 ball to swish them out.

Yes, I can separate from deck. Annoying but it can separate from deck
