Jet sucking instead of blow

Creating separate threads for my separate issues, hopefully that's kosher.

I have a small spa, 175gal. I have 3 jets that are sucking water instead of blowing water. Found this out when my tub got fresh with me and left me a sizable hickey on my back. The suction is lesser when I have air knobs turned on. It's an older tub, so these jets are pretty primitive and not removable from the jet body. 2 are eyeball style jets and 1 is just a fancy hole.

Any ideas?

Sounds like something is plumbed incorrectly. Very dangerous. Needs to be fixed before tub is used.
