If you look at the return lines in the 3 picture, the one going to the spa is partly open by turning the valve a couple of degrees clockwise.
This is how I was told to set it, but since the flow is left to right in the horizontal pipe, wouldn’t it be better to turn it a few degrees counter clockwise instead?
or does it not matter?

You mean as to how it affects water turbulence within the valve? I don't think it matters much but you could play around with it and see what works best.

Yes, that was my concern. I would think putting the valve in the depicted position would create more resistance in the valve than the counter clockwise position, but I have no real way of testing it.
