Hello,

Everytime I clean my pool filters, there is a blob of rust on the inner ring of the pool filter housing. Is this supposed to be happening? I usually wash it and scrub it as best I could and put it back together. I was just assuming it's normal because metal on water causes rust, but maybe I'm wrong. Attached a picture of what I'm referring to.

Completely normal. It happens to all filters with a stainless band like that. Won't hurt anything. You can clean it if you wish, but it will return.

This is very common - while the band may be a type of stainless, the rust normally forms around the weld point that joins the ends. You can clean it the best you can but it does no real harm.
 
3rd echo in the chorus.

Over time the weld may corrode and fail and the belt will fall. It's there to help the tank keep its form under pressure.

At that point, repair/replacement is worthwhile.
