Jandy 1400 not working

11 volts at the cord. Also has a 121 code. It’s a 3 port. How do I test this thing? Continuity through the cell? Seems like 11 volts is low. Suggestions before I spend a grand?

It is the cell. Just buy a new cell (and cable). These last 2-3 seasons at best.
