That is a suggested Pool Store testing (it's not the actual quantity, but the presence that matters)
Also you can look at your local water quality reports and see if metals/minerals are shown

Sometimes water suppliers will post what they test leaving the treatment plant and you can use that information. Otherwise, it would be a <gasp> pool store test. Our municpal water has a water quality report available which shows the information in a section titled "unregulated substances in the source water". For my water, I see
Copper @ 0.3 ppm
Iron @ .28 ppm
Manganese @ .04 ppm
Magnesium @ 24.5 ppm
along with a bunch of additional numbers including alkalinity, hardness, pH, sodium. Which now that I'm looking at all this information, I need to double check with the water utility. My testing at my tap is quite different than their numbers. I wonder if my testing is bad or the report is old and needs updating.

Looks like they are only reporting on things they must report on to be compliant with federal law. You'll need a pool store test for the metals or other minerals.

Retested ph: 7.2 after 4lbs of ph up.
Added 4 gallons of bleach for now.

Perfect! You can 'check' with the OTO in 15min, see if there is any color

I would not add any stabilizer/cya until you get a good strong FC reading (meaning it's "holding")

It will be pretty well disbursed (and probably consumed) :edit: We're hoping for dark yellow/bordering orange, since it was FC/9.9 (4gals 6% in 25K)
