Is this algae?

We are having a warranty repair where there is some rust coming from the shell at the skimmer, so they drained the pool a bit today. This is what I’m seeing: green all over the pebble surface! I keep water so pristine but admittedly don’t brush much. Is this algae, even though FC is always high and no CC?! How did I not see that before?

Yikes! Will it just brush off? Any recommendations for removal?
