Is this algae?

Every year I get my pool looking pretty good, but once the water settles,I have a very fine silt along the seams. Diving down I find it's almost gelatinous. I vacuum it, sometimes to waste, sometimes not, and it always comes back. Thought it might be pollen? Then yesterday, I left the pump off all day and with kids in the pool, it was gone. I figured it just got stirred up, but this morning, still gone! Until I turned the pump on and lo and behold, there it is. So I'm thinking it's in my filter? Filter is about 7 years old.

It sounds to me like dead algae. It is possible to have a low level of algae growing in the water making it slightly cloudy and when the chlorine kills it it gathers on the bottom. Algae occurs when the FC level drops below minimum for your CYA, [FC/CYA][/FC/CYA]

Choices are:
Go ahead and assume it is algae and follow this process, SLAM Process
Or
perform an Overnight Chlorine Loss Test to see if there is algae growing
