Is it safe to move top rails

I’m wanting to reposition my steps, so the question is it safe to remove the top rails and switch them to another position so I can use the same holes for ladder and steps? My pool is full oval 15x30 wanting to move them from 10 o’clock position to the 2 O’clock position. Thanks for any replies.

I have removed my 2 top rails in the past to re-hook my liner with no issues. I have a smaller pool than you 12' x 24' oval.

You should only need to remove the cap between the top rails. That is where the bolt holes are located and the platform for the ladder/steps fits over the rails.
