Hi,
I'm a retired type of military guy who has a full time job of being a grandpa to a 2 year old boy (the little tornado) and 8 month old girl. I found TFP by accident. My wife says I work for her (yea right). My part time job is caring for our pool. I am an expert beginner when it comes to pool care. I am currently working to get the santizer down to an accentable level. Its sitting at 100. My free & total chlorine is quite high 5 and 10. I'm going to have a high water bill this month but that is ok as long as it fixes the problem.

Welcome to TFP.

How are you testing your water?
Can you post a full set of results from your kit?
If you don't have a kit, that is the first thing to get...Link-->FC/CYA Levels

You said, "sanitizer," it is actually Stabilizer that is high. FC is the sanitizer in a pool, CYA is Stabilizer.
If you have FC of 5, that is actually, not all that high. We maintain FC for our CYA. Have a read: FC/CYA Levels

CC of 5 is concerning.

Order of operations:
  1. Get a kit.
  2. Add 5ppm of liquid chlorine a day until the test kit comes.
  3. Replace 50% of your water. Read "No Drain Water Exchange" here:
    1. Draining - Further Reading
  4. When you get your CYA down to 30-50, follow the SLAM process to clear the pool and eliminate CC. Link-->SLAM Process
