PapaPirate, TBoe, TBizzle, Papa, or just plain old Terry. Lots of names I get called, these are the nice ones.

I bought a house in 2016 with an inground pool (approx. 28k gallons). It was totally trashed, but cleverly drained/scrubbed/refilled for showing/sale purposes. It's been a real journey since; very educational. It has required a nearly complete rebuild, and I am (as of writing this) halfway through a repair project involving 10 different rust spots cut out/sealed/packed with hydro cement, and about 30 replastering spots, before I install fresh waistline tile and paint.

I am a committed DIYer, late 30s dad and husband. Necessity is the mother of all invention, and the teacher of many lessons. I always jump in headfirst, bite off more than I can chew, choke a little, and then muscle through. This has brought me some of my greatest rewards in life, and the same has/will continue to apply to my pool

You are going to fit in GREAT around here. We are a wacky bunch of DIY-ers and collectively have either done, or seen something done so many times we can walk you through almost anything.

Recent efforts (last two years) included all new pumping equipment and pumphouse, new/licensed electrical and gas install (pending new heater install), fresh paint (incorrectly done/since stripped), and how a heck of a lot of work being done on the plaster and concrete shell to resolve damage from rusting rebar and contaminants in the concrete that was left unaddressed for too long.

Have you considered getting a plaster finish over that instead of paint? Plaster done professionally will last many years, whereas paint is almost a labor done every year or two and the results aren't that great?
 
Indeed, but due to cost constraint and time, we are opting for having a full replaster done in two years from now so that we may budget for it. What you are witnessing is "scope creep" at its finest, and a humble attempt to stop it from getting any worse! haha :D
