Intex Deluxe Skimmer will NOT stay in place

So I was able to find the source of the air leak on the suction side of the pre-filter and fixed with Vaseline, but now the suction is causing the skimmer to hike up and stick out of the water, sucking in a bunch of air.... I've tried tightening it minimally and also as tight as my finger will let it get. It will not stay put. It's quite frustrating.
I've read about through-the-wall skimmers but I'm not sure I want to go that far yet, I'd love to know if anyone has come up with any solutions to keep the Deluxe skimmer secured?

Put a rock in the basket. The top ring thing is supposed to float.

I have the over the wall intex skimmer as well. 1st year it went fine and no issues. Last year i had to add a rag to get it to toghten down enough to keep from moving. This year i had some scrap 1.5" pink foambaord that i had to put between the rail and the tightening bolts to get it to toghten down enough to keep from moving. The plastic gets warm and soft in the summer heat so the plastic flexes and deforms. You may need to do something like i had to to keep the frame from moving. My boys are rough in the water and it hasnt moved at all yet this year.
