Intex 28001E Trouble

The Intex Pressure Side Vacuum I purchased in 2016 worked like a charm until it stopped this year. It worked very well on the low speed of my 2 speed pump.
However, after three months, the newest incarnation will only work with the pump on high speed. But while its running on high speed, the in wall skimmer moves very little surface water....
Do I assume I get what I paid for?? Has anyone else seem this bewildering phenomenon??

Old and new may have different flow requirements. New requires minimum 27gpm. Your pump on low may not move that much water
