Installer forgot to put gasket on return line before liner was dropped in! Help!

Is it possible for them to put the gasket on the return jet between the wall and the liner when they cut the holes?
Pool is currently filling up and will stop a couple of inches below the light.

The gasket is flexible, it can be done. The gasket was likely not put in because there is nothing to hold it in place and it could fall off as the liner is being installed or when the liner is being vacuumed into place. if it feel off you would likely need to drain and pull back the liner to get it.
