Installation of in-floor cleaner system

Does anyone know if the plumbing for an in-floor cleaner should be in the soil or if it is ok directly in the shotcrete? The Paramount site says in soil, but ours was placed in the shotcrete. We have shotcrete cracking and wondering if that might be the cause?
 
The final finish is not on. We are not sure if it will be plaster or pebble or ecofinish over the shotcrete. I don't want to post pics because I don't want my contractor to know it is him. He is a hot-head and we have to tip-toe around him.
 
The only pipe that should be in the shotcrete is the riser from the trunk line which should be in the soil. If your builder is a registered Paramount builder he should be following there construction specifications
