Your second picture details the delamination. The other pictures look more like staining, perhaps calcium scale, cobalt or copper stains. I agree you may be due for resurface due to delamination or perhaps you can get by with patching, stain removal and a new clear coat. It may be worth some $ for a thorough inspection and estimate. I'm curious how long this last resurface lasted? My surface was done in 1996 and has no delamination or rough areas. I may attempt a DIY clear coat one day but all is well. I bought my pool and house as is, knew it was a blown fiberglass over gunite/plaster chip out and saw pictures of the work at the time it was done. I took a chance but now realize the many benefits of this system and have experienced no downside. Some day I may have to make a decision like you are faced with. Right now if could find a contractor (none available locally now although one in Sacramento), and the costs were the same or close I would do it again in a heartbeat. We really like this smooth white surface and easy water chemistry requirements.
As with any resurface the chip out and surface prep is key for adhesion.
Which surface you choose depends on cost, longevity, access to qualified contractors and weighing the difference between maintenance and water chemistry requirements for your area and pool system. I would like to follow along with your progress so keep us posted. Hope this helps.![]()
