How to tell if pump & filters are working properly?

We recommend running your VSP at the lowest possible speed necessary to:
1) Satisfy SWCG flow switch
2) Skim pool adequately
3) Filter pool adequately

If you have a main drain, consider valving it off 99% to put all flow to skimmers, which will in turn keep the pool more debris-free.

I run my pool 24/7 at ~1300 rpms which is only about 190 watts per hour.

It's all determined by what your pool needs. As reggiehammond noted, many run on very low 24/7. I run mine 20/7 on the lowest that keeps things operating, but have to bump it up to a bit higher speeds for 2 2hr periods to do a better job of catching all the floating stuff.
