How to make this gate pool-safe?

I would like to use this as a pool-safe perimeter fence and am wondering what I'm up against. This would allow me to tear down a smaller wrought iron fence that is closer to the pool.

Reading city codes, I'm not seeing anything to rule this out, but I think I need to:

1. Raise the latches to 60" off the ground
2. Install springs to make them self-closing

Does that sound right? First priority is safety, but secondary I would like it to be able to pass inspection if we sell the home someday.

Those are the usual requirements.

It may be required to swing outward.
Inspectors typically will open the gate only 4” and it must completely close and properly latch from that distance.

Also the fence must not be "climbable". If that second picture is from the exterior, the inspectors may consider the horizontal elements sufficient to allow a child to climb over.
