How to fix leak at skimmer?

Filling pool to open and have a leak at the skimmer. How should we fix this? We acquired the pool last fall with the tape; no leak last year. Suspect an old square skimmer was replaced with rectangle at some point and tape is to span that gap.

Do you have any idea exactly how much of a gap is under that tape? That could drive the replies and repair method. If the wall has a significant gap from the previous skimmer, you can try a patch job with some sheet metal and perhaps an epoxy to help it seal and stay in place. Since someone used tape before, the gap may not be too large and you might get away with just a sealant or some other product, but it's hard to tell without seeing the actual gap.
 
It looks rusted under the paint.
They make stainless steel plate/reinforcement panels you can install.

This requires draining the pool some which can shrink the liner & prevent it from lining back up.
U then sand the rust off (or cut it out) & paint the damaged area before installing the panel inside the pool. Rust never sleeps so get it good.
Be sure to replace the skimmer gaskets at this time.
Some people choose to upgrade to a wide mouth skimmer & plate to help combat the alignment issue.
There are several options in various sizes depending upon your need/damage.
