How important to treat remove mold before installing a new liner?

Can't say in regards to a pool but this spray seemed to work well in my shower....

What ever you do you should not use anything too abrasive. If you remove some of the galvanized steel coating you will get in greater problems later!

I would not worry about it. If the liner is sealed, that mold will never get into the pool. Don't waste the time or money.
Also, there is no way you could remove whatever chemical you would use to clean it from the shell before installing the liner. I would not introduce ANY chemical under the liner.
Install your liner and go!
