honey bees

I have a bunch of honey bees that congregate around my bottom rail on the outside of the pool wall. It is just in the spot under the skimmer location. There isn't any leaking (bucket test) and the ground is relatively dry (no wetter than any other location with all the rain we have had). Any idea what they could be doing?
 
If you know basically which direction they're coming from, get a shallow bird bath and place it between there and the pool and keep fresh water in it. They'd rather get their water there than in the pool.
 
They don't appear to be getting water - where they are congregating (bottom of wall on outside of pool) there isn't any standing water. There is lots of other water elsewhere on the property (fishpond in the neighbors yard, etc.). If they were landing on the solar cover or rails of the pool I could understand that - but they are at the bottom rail of the pool wall.
