help with cartridges

I have a single cartridge filter for my above ground pool. I have an old and new cartridge that came with the house/pool when I purchased it. When I run the pump with the old filter everything seems to run fine. When I put the new filter in, it seems like the pump pulls more water and the skimmer can't supply enough water flow and the pump fills with air. The filters look to be the same model, just different ages. Any ideas as to why this could be happening, the old filter's bands are broken so I was planning on replacing it this year.

My guess would be that the old filter is causing more restriction so the pump isn't pulling as much water, not sure why the new one if the exact same model would allow it to pull more than the skimmer can supply. Maybe try raising the water level in the pool.
