I have been trying for 2 weeks to get my pool clear of this stuff. By using the SLAM process is it safe for me to be IN the pool brushing and cleaning the sides and bottom of pool with high chlorine levels? This what my pool currently looks like.

Yep, safe if FC is > MIN and <= SLAM level.

You need to be doing it at a MINIMUM 3-4x a day. Best and quickest way is every 2 hours.

Aim for testing & replenishing to slam level fc multiple times per day. 3 or 4 times/day - every 2 hours if you can swing it.
With alot of debris you may want to vac to waste at first to reduce the burden on your filter system.
Be sure to follow the
SLAM Process article to a T.
Clean your ladder & steps inside & out.
Be sure to scrub your seam flaps if any exist.
