Hayward TCELL925 causing pool to be charged enough to shock

OK, so yesterday I reached into my filter basket to clean out the leaves and was shocked. When it happened, I thought it was odd, but kept moving. Then I reached in again to clean out my robot and got the same shock. At the point, I knew something was wrong.

My first though was light, so I went and flipped the breaking on them. Nothing changed. I quickly narrowed it down to the breaker for my OmniLogic. After pondering for a min I thought the chlorinator was the only thing that could cause electricity to get to the pool. When I pulled the power source for the cell, the charge went away. I noticed that simply turning the cell off doesn't stop it. I physically have to unplug it.

So, my question it, has anyone else run into this? I have had it for 5 years with no problems. Is there a way to fix it?

If not, should I order the same one or is there something better out now?

Also to note, I don't currently have a water bond, so I am going to go ahead and add one this weekend. I expect that won't really fix my problem though.
 
How old is your OmniLogic system?

Do you have an Omnilogic, OmniPL, or OmniHub panel?

Is the panel connected to your pool bonding grid?
