Hayward SP 1600 AA strainer housing

I'm having problems with my new Hayward SP 1600 AA strainer housing. The cover doesn't sit flat untightened and it drips out the outlet threads and bubble are in the flow stream when the cover is tightened. I've filed the tops of the cover tabs but left some spring and it helped but did not stop the outlet thread drip or curtail the bubbles. Should there be "spring" in untightened Hayward covers? Any SP 1600 owners encountered this problem? Is this a tool and die problem with the OEM? Short of buying new, any ideas how to fix these two leaks? Thanks,
 
I did a search for hayward SP 1600 AA strainer housing and got this hit:

scroll down to the reviews. The one that stood out to me is the third one where they talk about using care to fit everything together. I would take it apart and see if you need to add lube to help seal things and maybe some plumbing take to help keep it from leaking.
