We live in Oregon with many small burrowing animals around the property. Is there any value in placing hardware cloth under the liner to prevent one of them from accidentally burrowing through the liner causing a leak?

Not sure about this cloth specifically, although many owners do place Gorilla Pads or home insulation panels on the ground before laying down the liner. Helps with critters, sharp sticks, stones, etc.
