Green pool when returning home from work today

The background:

I began running the pump 4 hours a day about 3 weeks ago and adding liquid chlorine to it around the same time, at this point the pool temp was around 50 and the SWG wouldn't make FC. Initially the CYA reading was between 30 and 40, PH was 7.4 and FC 0 and CC were 0 using the taylor test kit. I initially added enough liquid chlorine to raise the level to a 16 and tested it an hour later and it had dropped so I added more and within a few hours the chlorine level was no longer dropping. The pool cover has been in place for the past 3 weeks and the FC level has remained near 16 with the SWG set at 10%, not using much if any chlorine.

Yesterday night I removed the cover and found the pool to be fairly clear with some green algae on the bottom over roughly 20% of the pool. I vacuumed this to waste as we had 6" of rain here in the past week and I had water to remove anyhow. I brushed down the walls and overall was happy that it wasn't a complete green swamp like last year.

Last night the test results were:

FC 16
CC 0
CYA between 30 and 40
TA 80
CH 20
PH showed 7.4 but the FC is above 10 which I read will skew the test.
Salt 2600 according to the SWG controller
Pool temp 65

I tested it a couple times last night and the FC remained in the 16-18 range with the SWG at 10%

This morning the test results were FC 18 and CC 0. I didn't test anything else because they don't change as rapidly. The water was a little cloudy at that time but I could see the bottom of the 9' deep end.

Tonight I return home from work to a green pool and I can't see the bottom of the 4' shallow end, FC at 16 and CC at 0. The pool gets about 8 hours of sunlight per day and the pool temp was up to 72 from 65 the night before when I tested it. What could be going wrong here? How can a seemingly clear pool have an outbreak of algae when the FC is at SLAM level? Also I would think that I should have some CC reading given the amount of algae in the pool. All of my reagents are new this year except the R-0003 but the expatriation date on it is 2018 so I assume it is still ok and all stored indoors around 70 degrees.

What else could I be missing?
 
I am using the Taylor 2006 test kit for all of the testing. For the CYA test I'm using the included vial with the black dot at the bottom, 7ml pool water 7ml of the CYA reagent in the dropper, shake it up wait, shake it up again, and then add to the vial until the dot is no longer visible. Since it's not a straight scale I can't say that it's at 35 but it's about half way between 30 and 40 on the tube. I've poured the solution back into the dropper and preformed it a couple times inside and outside and get the same result.
 
It is best to read the CYA with full sun at your back, preferably the strongest sun of the day, like around noon. Some people have reported it makes a difference in how they read the test.

I suspect your CYA may be a bit higher than 40. The +/- accuracy on the test is 10ppm, even when read correctly. Bump up your FC level to 20ppm and consider your CYA level is 50 for the time being. Also go ahead and turn off your SWG. I suspect it is generating just enough FC to keep you at 16, but not enough to get ahead of the algae and start killing it off. Check your FC every 2 hours when time and work schedule permits and raise the FC back to 20 as often as you can.
 
Thanks for the help. I added 1 gallon of liquid chlorine to it about 30 minutes ago and just tested the FC at 21.5. The SWG was set to 10% and was keeping the FC at 16, should I turn it off or increase the % to to maintain 20 FC?
 
Update - I increased the SWG to 25% around midnight last night and when I tested it at 6am the FC was at 28.5 and CC was 0. I left the SWG at 25% today while I was at work and just tested the water at 4pm and the FC is 22 and CC is still 0. It is less green and more turning white today. I don't really believe the CC is 0 given the amount of green in the pool so I will likely try some new reagent when I can get it.
