Granular Super Shock not Dissolving? (HTH)

For convenience right now we're using HTH Super Shock to maintain our chlorine level. I know I should use liquid bleach / chlorine but alas, this is what works for us right now.

Recently, when adding the super shock, I've noticed it doesn't dissolve well. I have to spend extra time pushing it around the pool with a broom and it still tends to settle. Any reason it would suddenly be different? Could this happen when stabilizer is very low?

My Taylor reagent reads less than 30 ppm and my test strip reads the same. I need to add stabilizer. I'll also consider dissolving the chlorine in a bucket of water in the future to minimize this problem. Thanks in advance!

The super shock is just 56% cal hypo, from what the google machine told me. Its solubility in granular form isn’t affected by the volume of CYA in your pool. Prolonged use of cal hypo will increase your CH levels over time which could lead to needing a water exchange. It’s best to switch to liquid or SWG in the long run.
