Freeze protection not working on Intermatic PF1102T

My waterfall pump did not come on as this last cold front hit. The weather was well in the low 20's with high wind when I realized this. The Intermatic PF1102T was set at 32 degrees and I raised it to 42 just to see if this would allow it to function. The pump still did not operate, so I turned it on manually for the time being. This unit is about 3-4 years old now. After some reading, I see the thermostat is replaceable and it could possibly be a relay. I was wondering whether to just order both parts or is there a way to diagnose this more accurately.
 
Same thing happened to me last night. I have the PF1103T version (120v version) of the same control box. The thermstat did not activate, and partly froze up my equipment.

Looking on amazon, the thermostat goes for about $50-60. Or you can buy the whole guts of the box for around $110 (timer, thermostat, and relay). I have the digital type timer, and since the display is failing, I think I will just buy all the parts and have a new control.

Looking at the wiring diagram, if you can turn it on via the timer or manually, then the relay is working, as the timer uses the same relay as the thermostat.
