fountain uneven

Hello,
We bought this house recently and the water cascades down the steps of the left side of the fountain and not the right. We had the pool retiled and resurfaced this week and the pool contractor made sure that it was completely level on the top where he tiled, but it still only cascades on the left side of the steps. There is an area that hold the water and we noticed that the water level is lower on the right side. Any ideas on how to fix this? Thank you.

It appears you have 3 lines that feeds that top step. Are each independently controlled with a valve? Are they tied into the same filter pump and is that pump a VS pump or single speed?

Maybe @AQUA~HOLICS has some ideas on the physical construction.
 
Do you have a long level? I would get one and put it on the bottom of that area. I am betting there is one end that is lower/higher than the other. I would also use the level all over that part of the pool.
 
Without knowing what is causing the uneven flow of water over the spillway my only advice would be to completely strip off all the top tile and surface membrane and start over to obtain level ness.
I would treat the spillway the same as building a negative edge spillway and have it tested with water flowing over the top prior to the final installation of tile to insure it’s level.
