Flagstone spa veneer problems

We had our pool resurfaced about 2 years ago. There were a few issues I asked for warranty work on, but unfortunately the pool company went out of business shortly after.

The spa has a flagstone veneer on the outside and a few of those pieces are coming loose (I'm guessing from poor installation). The piece I'm holding with my finger actually had another piece of veneer over top of it - that piece fell and shattered already. There are also a few corners that don't seem to have any seals at all and a few others where the mortar is slowly falling out. The mortar at the deck/spa interface is also cracking and falling out.

What's my best bet for fixing? Would a construction adhesive work to reattach the one tile or would i need to use a mortar? I'm guessing originally the pieces were just set in mortar, but can I just grout the areas between the pieces where there are gaps? (Any special type of materials to use?)

Use thinset to attach the stone and grout in the joints…
