Draining CYA

Question, if I drain a few inches at a time via the skimmer (waste setting) and fill back up those few inches with a garden hose and repeat this process for a day or two, will this lower the CYA? I was under the impression that as long as fresh water is being added, the CYA will lower. I know this may take a little longer but this also enables me to be able to use the pool.
 
Yes, you can do it that way, but it will be very inefficient.

Couple inches in your pool will be 500 gallons. If your CYA is 100, it will reduce your cya by 3. It will be remixed and 97.
Couple inches in your pool again, your CYA will be remixed and lower your CYA to 94.

Do a "No Drain Water exchange"...it will be efficient and won't take long. Read no drain water exchange section.
 
I’m just a little weary on sitting a sump pump on top of the liner. I have the little giant sump pump that I use on my pool cover. I do not want any constant suction on the liner, if that makes sense. The pump I have sucks water from the bottom
 
Put the sump in a bucket. Tie a rope to the handle of the bucket to relieve the strain on the power cord and lift it out with the rope. This is what I do and protects the liner...
