Filled in late summer 2018 with half "soft" and half hard water due to not understanding pool fill was not going through softener and also the softener regen process. CH is 800. Winter here in southern AZ so figured I'd do it in the cooler months. Waiting on answer from sewer folks about if they can forgive a month of the high water bill. They average Jan/Feb/March water bills to get your sewer bill. I'm going to double check the fill water chems before executing. Also planning on giving the tile a good scrubbing using the tile walkthroughs on this site. Anything else gotcha wise so i don't waste 11,000 gallons of water?

Also, i have a waste drain on my plumbing, can i close the skimmer and use the waste drain in addition to the utility pump i have?

Just as an FYI-there *are* members who manage to maintain their pools even with high Calcium levels. Its a matter of tweaking other chem levels. But....if you want to drain...
I would suggest renting a pump from Home Depot as they tend to be larger. Get the job done. You don't want to use your pool system to drain an entire pool.
@mknauss is a good source for draining particularly in your area. Lets see what he suggests?

For a complete drain, renting a pump from Home Depot for 4 hours will drain your pool. They should provide some 2” hose.

Otherwise, use your utility pump. Do NOT use the pool pump. It can lose prime and burn itself out.

Re-tested fill water tonight and have started to drain the pool. Its in the low 30s at night and mid 50-60s daytime. Plan to clean the tile with acid paste that was recommneded somewhere on here and then start to fill. Fill water is at 30 CH (3 drops) and TA is 110. Am I missing anything? I'm in tucson AZ, any danger of it popping out being empty for a day?
