Deck over? or level? or under? the Top Plate

I inherited an AGP with the house we purchased last year and am pondering putting a deck around the pool.
I didn't get any documentation about the pool.
How would I know if the top plate is rated for standing on?

It’s not rated for standing on unless you can find documentation saying otherwise.

If you are thinking about placing your deck over your top rail you should take into consideration how difficult this makes it to change the liner.

If you are thinking about placing your deck over your top rail you should take into consideration how difficult this makes it to change the liner.

I was considering going under the top rail, but then read a few comments about not letting swimmers stand on the top rail.
Thus was wondering how to find out if the top rail could withstand someone stepping on it to jump into the pool.
