I’ve got a pool cover we keep closed unless using the pool. We have two of the pumps you place on top to clear water attached to a hose that runs into the yard. These things never work reliably. They don’t start, the run but don’t pump water. I’ve tried both of them, different hoses etc. are there alternatives or an absolute foolproof version that works reliably? I can’t imagine this is the best solution.

I don't know of anything better but sometimes the "weep" hole gets plugged with debris and needs to be cleaned out. If the pump starts but doesn't pump anything out that is most likely your issue. If you find an alternative please let me know.
