During the SLAM, you can ignore everything but FC & CC. Your pH reading is doubtful when FC is above 10.
Seriously -- everything but algae can be fixed in a matter of hours when the SLAM is through.
If you're in the SLAM - Shock Level and Maintain - you need to keep FC above 16, even if it means testing and replenishing every hour. The more consistent you are about it, the faster it will clear.
