Cloudy pool

So all my levels are within reason and I'm opening my pool. The water is not green at all just a little cloudy. So I balanced the water and started slamming. I have been slamming for 12 days and the cloudiness will not go away. I passed the oclt and all other aspects of slam process ..I cannot figure it out? I have never had this issue. Thoughts?

It's a sand filter...so I backwashed it, even though psi didn't drop, it was pretty milky, it took a good 90 seconds to clear, then I rinsed til clear,about 30 seconds. This morning it was crystal clear. I failed to do an oclt last night/morning. My FC level was around 13 so I jacked it back up to 16..as I was going to go one more day so I could do an oclt tonight, and as soon as level got back to 16, it got milky again?? I can t figure it out? Maybe it's coincidental, or maybe I'm reading cya 10 higher than it should be..I don't know I can't get it? I'm gonna do oclt and if it oases, like it has been, then I'm gonna let it drift to thirteen to see if it clears? Then call it quits

I meant to say "even though psi didn't increase" due to being dirty
