Helping a friend with a pool made of cement block and some kind of skim coat that I am pretty sure is not gunnite. Anyways it is leaking around the skimmer which I don't believe was installed properly to begin with but hoping to avoid sawing it out and busting up concrete etc. Is there a magical sealer I can try around it first?

There are many products by Loctite. Here is one example. I have used similar products from loctite to reseal around my waterfall and my skimmer. You may have a bigger job but this will help point in right direction.
